An insurance claims investigator is warped by a traumatic childhood experience and is forced to live his life shut off from the world, wearing a helmet at all times. When his partner is killed in the line of duty, Frank must overcome his fear of a traumatic accident and gather evidence before the odds (or the people responsible for his partner's death) catch up with him.
